I have not forgiven him for his past crimes, and yet I can't entirely judge him for them, because I do not have all of the details. But he has not harmed a single person here, and has shown no will to hurt anyone in the future.

I can't answer that. I still do not know him well enough. But, if he is still dangerous, my friendship with him also allows me to keep an eye on him.
